Why cant Satan be overthrown?

Why cant someone be more evil than satan? Whose to say hes the most evil and how did he get that title? I heard there were other evil beings who were locked away in some specific chambers in Hell or something because theyre to vicous and ruthless. Im sure the Scholars know what im talking about.
